However, many grassroots entities-such as Panchayati Raj Institutions (PRIs), Farmer Producer Organizations (FPOs), and Self-Help Groups (SHGs), struggle with limited governance capacity, inadequate financial systems, and weak market orientation. These institutions often operate in silos, are disconnected from policy ecosystems, and lack the data-driven insights necessary for responsive planning.
